National Citizen Service – Phase Leader

£2025 – 6 weeks residential working (Monday – Friday)


The National Citizen Service is a youth programme for 16 and 17 year olds launched nationwide in 2013. Participants experience residential activities away from home and team-based skill building sessions, before developing their own Social Action Project (SAP) designed to benefit their local communities. NCS aims to create a more cohesive, engaged and responsible society.
Taking part will result in young people:

  • learning some new skills
  • meeting new people
  • making a real difference to the community or an issue they care about

National Citizen Service will take place during the summer at the end of Year 11 and 12. It will run for four weeks full-time, including two weeks away from home. After that, participants complete 2 weeks of Social Action in their community. Working in a team, young people will have the chance to take part in exciting outdoor activities like coasteering, canoeing and abseiling. Participants also get the opportunity to design and deliver their own project in their local community. This could mean working with other young people to improve the area where they live, benefiting everyone who lives there.

  • NCS is a 4-week personal development programme for 16-17 year olds in Year 11/12. Teams of up to 15 young people take part in a challenging and actionpacked programme, a major part of which involves a social action project in the community.
  • NCS Teams are made up of people from a variety of backgrounds and experiences. This Team ‘mix’ is a unique ingredient, which contributes to the development of all Team members.
  • The NCS Team develops confidence, motivation and skills and offers young people the opportunity to gain qualifications. Taking part will result in young people learning some new skills, meeting new people, making a real difference to the community or an issue they care about.
  • NCS activities are carried out under the guidance of the Delivery Workers who ensures a supportive learning environment, which is vital to successful personal development.

Context of Work
NCS is delivered nationally by a network of ‘Delivery Partners’, organisations from the public, private and voluntary sectors who are committed to the development of young people. Delivery Partners work within the NCS Trust guidelines to deliver a programme of the highest quality in partnership with a regional delivery partner.

Purpose of Job
NCS Phase Leaders are required to lead a group of teams through the residential phase of the summer programme. Each team will consist of 2 Delivery Workers and up to 15 NCS participants. Phase Leaders will oversee the delivery of all activities at the residential centre and support Delivery Worker staff.

YOUNG GLOUCESTERSHIRE - JOB DESCRIPTION
Salary: Up to £2025 – completion of 6 weeks residential
Contract Term: Max. of 6 weeks plus 3 compulsory days of training
Responsible for: National Citizen Service and work of the development team
Responsible to: NCS Staff Recruitment & Training Coordinator
Working Hours: The normal working programme is 6 weeks of residential with 4 nights of each week away from home. Depart Monday am
and return Friday pm.
Special Conditions: Evening work will be required. Residential venues can be anywhere in the UK. All food, accommodation and travel to
and from residential venue will be provided.

Job Summary
To support all Delivery Workers, to act as the onsite central point of contact for the NCS programme. To work with centre and residential managers, outdoor instructors and colleagues to ensure the smooth, effective and safe delivery of the programme and successful achievement of NCS participants.

Main Purpose:

  • To oversee all aspects of the NCS residential stage of the programme. Which includes acting as the onsite point of contact, working with centre and residential managers, outdoor instructors and colleagues to ensure the smooth, effective and safe delivery of the programme and successful achievement of NCS participants.
  • To support Delivery Workers and coordinate their work activities in accordance with the NCS Staff Handbook and timetabled activities.
  • When and where appropriate, take direct part in team activities, encouraging staff and participants through the residential stage.
  • To organise and deliver daily staff briefings in order to ensure the smooth running of the programme. Including providing relevant feedback, reflecting on performance and other individual development needs.
  • Ensure regular and varied guided reflection sessions take place in accordance with the NCS Ethos, directly leading sessions when and where deemed necessary.
  • Ensure that all incidents and accidents are dealt with in accordance with Young Gloucestershire’s policies and staff handbook and reporting any concerns to the NCS Management Team.
  • Responsible for maintaining communication with all Delivery Worker staff throughout the whole residential phase.
  • Be ‘on call’ during the residential period in association with the NCS Management Team.
  • Provide a daily update on the residential progress to the NCS Management Team.
  • Ensure all administrative duties required for the Phase Leader role are promptly and accurately completed (including registers and young person surveys)
  • Ensure all policies and protocols are followed in line with Young Gloucestershire’s staff handbook with regards to safeguarding of participants, health and safety and equality and diversity.
  • Act professionally at all times in accordance with the guidelines of the programme and positively promote the NCS programme at all times.

Person Specification
Skills, Knowledge and Abilities
Essential

  • Have experience of working with the relevant age group.
  • The ability to provide leadership in a challenging environment.
  • The ability to provide a positive role model for young people.
  • Organisational and administration skills and self-motivation.
  • Enthusiasm, stamina and a willingness to work unsociable hours when necessary
  • The capacity to engage with people at all levels.
  • Commitment to motivate and inspire disaffected young people to achieve their potential.
  • Experience of working with groups of young people.
  • Commitment to Equal Opportunities Legislation and an understanding of, and commitment to work within, the principles of diversity.
  • Effective time management skills, including the ability to prioritise and manage a varied workload.
  • Demonstrate an empathy with and commitment to the work of Young Gloucestershire.
  • Have excellent interpersonal and communication skills.
  • First Aid trained or willing to complete training.
  • Ability to maintain appropriate personal boundaries with young people.

Desirable

  • Experience of dealing with a range of issues facing young people from a variety of backgrounds.
  • Food Hygiene experience.

RESIDENTIAL DATES
There are a number of options for Summer 2018 with up to 6 weeks residential work between 2nd July and 17th August.
